The Municipality of Almeida is committed to ensuring the security of personal data.
Consequently, the Municipality of Almeida has prepared this Privacy Notice to inform you of the terms by which it collects and processes personal data, in accordance with Regulation (EU) 2016/769 of the European Parliament and of the Council, of April 27, 2016, (hereinafter GDPR), Law No. 58/2019, of August 8, which ensures the implementation of Regulation (EU) 2016/679, of April 27, in the national legal system, and the provisions of Annex I of Law No. 75/2013, of September 12, which approves the Legal Regime of Local Authorities.
The personal data processing described in this Notice concerns the personal data of citizens who interact with the Municipality of Almeida (all those who, in some way, interact with us).
The protection of citizens with regard to the processing of Personal Data is a fundamental right, which is why your privacy is important to us, and, therefore, in a permanent logic of promoting the well-being of citizens, the Municipality of Almeida, as a public entity, operates in the most diverse areas, ranging from urban planning and mobility, to culture, education, and environment, also covering the promotion of economic development, civil protection, tourism, social action, citizenship, consumer defense, innovation, land use planning, housing, equipment management, heritage, sports, and youth.
In this sense, we will explain how your data is processed, how we protect it, and how you can exercise your rights.
1. Who is responsible for processing your personal data?
The Municipality of Almeida, NIPC 506 625 419, is the entity responsible for data processing, under the terms of the GDPR, and can be contacted via camara@cm-almeida.pt or by visiting our facilities at Praça da Liberdade, 6350-130 Almeida.
2. What personal data do we collect?
The personal data we collect depends on the context of your interactions with the Municipality of Almeida, within the scope of its municipal activity and in compliance with the powers legally entrusted to it.
The Municipality of Almeida collects and processes personal data voluntarily provided by the data subject by filling out the various existing forms, both in person and via the website, by phone, by postal mail, or by email.
Location Data: Information relating to the user’s approximate or precise location, collected only with the user’s explicit consent when using application features that depend on geolocation. This data is used exclusively to provide location-based functionalities, such as displaying maps, points of interest, nearby municipal services, or other content relevant to the user’s geographic area. Location data is not used for marketing purposes, profiling, or automated decision-making, nor is it shared with third parties for such purposes.
Any information that the data subject provides will only be used for the described purpose and in strict compliance with data protection legislation.
3. What are the purposes preceding the collection of your personal data and what is the basis for its processing?
The Municipality of Almeida ensures that the processing of your personal data is carried out within the scope of the purpose for which it was collected, or for purposes compatible with the initial purpose for which it was collected. In addition, we process your personal data for legally provided purposes or for the provision of online services at your request.
In general, we may use your personal data for the management and execution of a contractual relationship, for the processing of complaints and suggestions, for pre-contractual diligence, for the fulfillment of legal obligations, as well as for the satisfaction of public interests with which the Municipality of Almeida may be invested.
4. How long do we keep your personal data?
We keep your personal data only for the necessary period and within the scope of the purposes for which we collected it. We use as a reference for determining the appropriate retention period the various deliberations of European data protection control authorities, namely the National Data Protection Commission (CNPD) and the Regulation for the Classification and Evaluation of Archival Information of Local Administration (Ordinance No. 112/2023, of April 27).
The retention periods of your data may change significantly when they involve archiving purposes of public interest, historical, scientific, or statistical reasons, with the Municipality of Almeida committing to adopting appropriate conservation and security measures.
5. What are the rights of personal data subjects?
Under the terms of applicable legislation, you may exercise the following rights:
- Right of Access: to obtain confirmation as to whether or not your personal data is being processed and, if so, to access it. In this case, the Municipality of Almeida reserves the right to charge a reasonable fee, taking into account administrative costs;
- Right of Rectification: to obtain the rectification of inaccurate personal data concerning you and to request that your incomplete personal data be completed;
- Right to Erasure: to obtain the erasure of your personal data, except in cases where there are grounds that validate its retention;
- Right to Restriction of Processing: to obtain the restriction of the processing of your personal data when it concerns certain categories of data or processing purposes;
- Right to Portability: to receive the personal data you have provided to us, in a structured, commonly used, and machine-readable format, as well as to request the transmission of your personal data to another controller;
- Right to Object: to object, at any time, to a specific processing of your personal data, for example, in the case of personal data processing for direct marketing purposes;
- Right not to be subject to Automated Individual Decision-Making, including Profiling: not to be subject to any decision based solely on automated processing, including profiling, which produces legal effects concerning you or similarly significantly affects you.
6. Data Protection Officer
The Data Protection Officer ensures the conformity of data processing with the legislation in force.
Personal data subjects can always contact the Data Protection Officer to clarify all questions they deem relevant related to the processing of their personal data and the exercise of their rights.

7. What security measures are adopted?
The Municipality of Almeida is committed to implementing appropriate technical and organizational measures to protect your personal data against accidental or unlawful destruction, accidental loss, alteration, unauthorized disclosure, or access. An adequate level of security is considered applied in relation to the risks that the processing presents, given the nature of the data to be protected.
To this effect, the Municipality of Almeida carries out all its activities using systems that aim to ensure the security of your personal data, through the creation of procedures that prevent unauthorized access, accidental loss, and/or destruction of your personal data, committing to respect and comply with legislation regarding personal data protection.
8. Why do we share your personal data?
The Municipality of Almeida may share your personal data with third-party entities, which may have access to it.
Such third-party entities include public authorities, partners, service providers, among others.
Within the scope of its activity, the Municipality of Almeida may use subprocessors, who will access and process your personal data in accordance with the instructions of the Municipality of Almeida.
For this, we guarantee that such subprocessors offer sufficient guarantees of implementing appropriate technical and organizational measures, so that the processing meets the requirements of the GDPR and other applicable legislation, as well as ensures the defense of the rights of personal data subjects.
Thus, the Municipality of Almeida may also share your personal data when such sharing is necessary or appropriate in light of applicable legislation, for the fulfillment of legal obligations to which it is bound, to respond to requests from public authorities, in the case of vital interests of the personal data subject or a third party, for the protection of the rights and property of the Municipality of Almeida, or when you have given us your prior consent.
9. In what circumstances do we transfer your personal data to third countries?
The activity conducted by the Municipality of Almeida does not involve the transfer of your personal data to third countries – located outside the European Union or that do not belong to the European Economic Area.
Whenever this may occur, all necessary and appropriate measures will be adopted to ensure the protection of your personal data.

By continuing to use this website following a modification to the Privacy Notice that has been communicated in this way, it will be presumed that the user has taken note of and accepts its terms.
12. Who is responsible for processing your personal data?
The DPO (Data Protection Officer) / EPD (Data Protection Officer) of the Municipality of Almeida was appointed by Resolution of the City Council, at its Meeting on 08/05/2025, in accordance with article 37, paragraph a) of number 1 and number 6, of the General Data Protection Regulation (GDPR).
Under the terms of article 39 of the GDPR, the functions of the DPO include, among others: Informing and advising the Municipality of Almeida regarding everyone’s obligations related to data protection; Implementing rules for compliance with the GDPR, defining data protection policies, analyzing and verifying the conformity of processing activities with the GDPR rules, ensuring that citizens and other data subjects are aware of how their personal data is processed and what rights they have in this matter; as well as being the point of contact with the Supervisory Authority (National Data Protection Commission).
